Biden Jr.’s victory in the United States’ presidential election, expressing hope that he would stabilize the fast-deteriorating relations between the two countries. But many outlets also continued to warn of future tensions between the superpowers, and to suggest that American democracy was in decline.- Advertisement – The article suggested that the two countries could work together on combating climate change, containing the coronavirus and developing vaccines, noting that Mr. Biden would be “more moderate and mature” on foreign affairs. The response echoed much of the rest of the world, where many world leaders breathed sighs of relief at the election’s outcome. The president-elect has promised a restoration of normalcy and a renewed commitment to multilateralism.Global Times noted that relief in a tweet, writing that the leaders of Canada, Britain, France, India and Germany had already congratulated Mr. Biden. “The Trump era is seeming over,” it said. – Advertisement – But even as Chinese propaganda signaled a new phase in U.S.-China relations, it also continued to push a narrative of American decline — a constant refrain in recent months as an increasingly wealthy and confident China has tried to market itself to the rest of the world as a viable alternative for global leadership. Under President Trump, trust and cooperation between the United States and China ebbed to their lowest levels in recent history, as a trade war raged and officials on both sides hurled recriminations about espionage, protest movements and the coronavirus pandemic. China’s state-controlled news outlets had criticized Mr. Trump and the United States increasingly stridently in recent months. But the immediate reaction to Mr. Biden’s victory on Sunday was measured, indicating that China was willing to attempt, and indeed was eager for, a thaw.last_img read more

first_img Jun 7 CIDRAP News story, “States to shift some biodefense funds from states to cities” Sep 4, 2003, CIDRAP News story, “HHS releases $1.4 billion to states for public health preparedness” The HHS announcement said the department has invested more than $3.7 billion in strengthening the nation’s public health system since Sep 11, 2001. States and cities must file applications with updated preparedness plans before they can receive any of the money, according to Roebuck. He said the CDC was sending out guidance on how to apply for the funds today, and applications are due Aug 1. The grants are intended to improve preparedness for bioterrorist attacks, infectious diseases, and natural disasters, the HHS statement said. The funds are administered by the Centers for Disease Control and Prevention (CDC). The funding shift involved taking about $1.1 million from the $5 million base grant earmarked for each state, according to a letter that HHS Secretary Tommy Thompson wrote to congressional leaders in May. All states receive equal base grants, plus an additional sum based on population. HHS previously (in late May) announced $498 million in 2004 grants to the states for hospital preparedness for bioterrorism and other events that could cause mass casualties. Those funds are distributed by the Health Resources and Services Administration (HRSA). Thompson’s letter to congress said funds for the three new programs would include about $39 million for the Cities Readiness Initiative (about $12 million of which would go to the US Postal Service), $11.9 million for BioSense, and $4 million for quarantine stations. Jun 17, 2004 (CIDRAP News) – The Department of Health and Human Services (HHS) announced today it will award a total of $849 million to states, territories, and four major cities in this year’s package of public health preparedness grants. See also:center_img The announced total confirms a recent HHS decision to take about $55 million that Congress had earmarked for ongoing state preparedness programs and shift it to three new programs, CDC spokesman Von Roebuck told CIDRAP News. As announced today, the fiscal year 2004 grants to states range from $4.9 million for Wyoming to $59.3 million for California. Separate grants were announced for Los Angeles, New York City, Chicago, and Washington, DC. As previously outlined by HHS, the three programs include the Cities Readiness Initiative, a plan to help 21 large cities quickly distribute medicine and supplies in a public health emergency; BioSense, an automated system for detecting bioterrorist attacks and disease outbreaks by monitoring health data; and a plan to add more quarantine stations at international airports. The HHS statement said the money can be used “for improving communication and coordination between hospitals and local and state health departments, and their laboratories, while bolstering epidemiology and disease surveillance in state and local areas by increasing the number of people trained in emergency response.” CDC Director Julie L. Gerberding said, “We’re better prepared to respond to public health emergencies than ever before. We have more work to do, but these funds will go a long way to further ensure states and local governments are prepared to respond to public health emergencies.” Jun 17 HHS announcement of fiscal year 2004 preparedness fundinghttp://archive.hhs.gov/news/press/2004pres/20040617.html A comparison of this year’s grants with those announced in 2003 shows that all but eight states are receiving less money this year than last year. The exceptions are California, Michigan, New Mexico, New York, Pennsylvania, Rhode Island, Texas, and Virginia. Chicago, New York City, Los Angeles, and Washington, DC, are also due for increases. New York City will get the largest increase, almost $5 million. first_imgJan 3, 2005 (CIDRAP News) – Canadian authorities have now confirmed a case of bovine spongiform encephalopathy (BSE) in an older dairy cow suspected last week of having the disease.Canada’s second BSE case does not indicate an increased risk for food safety, wrote the Canadian Food Inspection Agency (CFIA) in an announcement yesterday. No part of the animal entered the human or animal food chains, CFIA noted. Canada mandates the removal of high-risk cattle parts, called specified risk materials (SRM) from the human food supply. The cow was tested because she couldn’t walk, qualifying her as a high-risk animal under Canada’s BSE surveillance rules. The cow was born in 1996, 1 year before Canada and the US banned the feeding of protein from ruminants to other ruminants. The announcement of a suspected case occurred as US officials announced plans to lift a ban on importing live Canadian cattle that had been imposed after the discovery of the first BSE case in May 2003. The US Department of Agriculture (USDA) said on Dec 29 that the borders will reopen to cattle younger than 30 months old and to other beef products beginning Mar 7. BSE is only rarely found in cattle younger than 30 months.Confirmation of a second BSE case doesn’t rattle US confidence, according to a statement today by Ron DeHaven, administrator of the US Animal and Plant Health Inspection Service (APHIS).USDA remains confident that Canada’s animal and public health measures, along with US rules “provide the utmost protections to US consumers and livestock,” DeHaven said in a news release. The discovery of a second case is not surprising to those involved in surveillance efforts, CFIA noted, adding that additional cases may be found as testing of high-risk cattle continues. The country tested 22,000 animals in 2004, CFIA said.World Organization for Animal Health (OIE) rules identify a country as at minimal BSE risk if fewer than two cows for each million cattle older than 24 months are found to be ill during the previous 4 years, the APHIS announcement said. Canada has about 5.5 million cattle in that age range, which would allow for up to 11 BSE cases without jeopardizing its minimal-risk status.CFIA has identified the home farm of the BSE-infected cow and is searching for any other animals at similar risk. The agency is also tracking offspring of the infected cow and looking into what the infected cow ate early in her life, when infection was most likely to occur.See also: Jan 3 USDA response to confirmed caseDec 30, 2004, CIDRAP News story on suspected caselast_img read more

first_imgMar 31, 2005 (CIDRAP News) – The United States will probably have enough influenza vaccine to meet the demand from people in high-risk groups next season, but it’s unclear if there will be enough for everyone who wants a shot, federal health officials said today. For the 2005-06 season, Sanofi Pasteur and MedImmune expect to make about the same number of doses they made last year—about 61 million—or slightly more, the Centers for Disease Control and Prevention (CDC) said. Given the demand in past years, that should be enough to provide shots for all who face an increased risk of flu complications and want to be immunized, the agency said.”If additional vaccine becomes available above these levels (e.g., as a result of licensure of one or more additional manufacturers), additional groups can also be targeted for vaccination during the 2005-06 season,” the CDC said in the Apr 1 issue of Morbidity and Mortality Weekly Report. After close to half of the nation’s expected flu vaccine supply evaporated last fall because of contamination problems at a Chiron Corp. plant in England, the CDC recommended that available doses go first to high-risk groups: people 65 and older, those with chronic medical conditions, pregnant women, children aged 6 to 23 months, healthcare workers, people caring for babies younger than 6 months, nursing home residents, and children on chronic aspirin therapy.British authorities reinstated Chiron’s license to make flu vaccine early this month, but it’s not known how much vaccine, if any, Chiron will be able to supply to the US market this year, the CDC said. Other manufacturers, including GlaxoSmithKline and ID Biomedical, have expressed interest in obtaining US licenses for their flu vaccines. The CDC estimated that about 40 million doses of vaccine went to the priority groups this year, with almost 63% of people older than 65 getting a shot. The government has a goal of flu immunization for 90% of elderly people and 60% of other adults at high risk by 2010, which would require about 70 million doses, the agency said.Because of the uncertainly about next season’s supply, the CDC is recommending that buyers of inactivated vaccine make two separate advance requests: one for enough doses to meet the expected demand from priority groups, in case the supply is limited, and another for the amount needed to meet the estimated to total demand. The agency also recommends that vaccine distributors send partial shipments of inactivated vaccine to all “prebooked” customers early in the season and then send more vaccine later. “This strategy will enable all providers to administer vaccine initially to those persons at high risk, even when supplies are limited,” the article says. The recommendations about vaccine ordering and distribution don’t apply to MedImmune’s live flu vaccine, which is licensed only for healthy people aged 5 to 49 years and can be ordered in the usual way, officials said.CDC. first_imgMay 21, 2007 (CIDRAP News) – More than 11,000 birds died in China’s latest avian influenza outbreak this weekend, Reuters News reported today, and another 53,000 birds were culled to bring the outbreak in the southern province of Hunan under control, according to China’s Ministry of Agriculture. The country’s last outbreak in March in Lhasa, Tibet, killed 680 chickens at a poultry market; about 7,000 birds were culled. In the same month, a 16-year old boy also died from H5N1 in Anhui province. So far, there have been 15 human avian flu fatalities in the country.Meanwhile, Bangladesh continues to deal with a significant avian flu outbreak. The Daily Star, a Bangladeshi newspaper, reported that over the weekend officials ordered 8,000 birds in Domar district killed, while another 6,000 had been culled on May 10 and May 17 in Jaldhaka.According to a UN Food and Agriculture Organization (FAO) news report, the virus has spread to 11 out of 64 provinces since February and the country needs a long-term strategic plan to keep the virus in check. The country has already had 12 outbreaks, according to the World Organization for Animal Health (OIE).While Bangladesh has prepared a national avian influenza and human pandemic preparedness plan, FAO’s Chief Veterinary Officer, Joseph Domenech, said the current situation remains of serious concern and requires further national engagement and coordinated international support.”[T]here is an urgent need for vigorously stepping up and extending current H5N1 control campaigns in order to prevent the virus becoming widely entrenched,” Domenech said in the FAO report.  Bangladesh has about 270 million chickens and 27 million ducks. The FAO had several recommendations that include culling at full scale and controlling the movement of people, animals, and goods in affected areas as well as establishing minimum hygiene standards at slaughter points in live bird markets. In addition to targeted vaccination and improving the capacity of veterinary laboratories, FAO’s recommendations include the country’s initiating public awareness campaigns and developing a scheme to encourage reporting of outbreaks. And in Ghana, analysis of an avian flu strain isolated from an outbreak there revealed that the strain is closely related to other isolates from sub-Saharan countries, such as Ivory Coast, Sudan, and Burkina Faso, according to an OIE report.Dr. Bernard Vallat, OIE’s director-general, said the similarity in the isolates indicates that there had been no introduction of a new strain to Ghana. The country, which is the ninth in Africa to be affected, reported its first avian flu outbreak in April.A note posted on ProMED-mail, the online reporting system of the International Society for Infectious Diseases, stated that the findings would confirm Ghana’s claim that the virus’s origin was regional and possibly from illegal importation of birds for sale, and not due to migratory birds.See also:FAO article “Bird flu outbreaks in Bangladesh require long-term strategic response”http://www.fao.org/newsroom/en/news/2007/1000562/index.htmllast_img read more

This is the latest decision of a national policy aimed at a safer and more integrated journey. The UNWTO welcomed and supported this effort to simplify the visa system, which is a continuation of the Belarusian government’s April 2016 decision. In one year, Belarus has extended its stay from five days to 30 days. The UNWTO also announces a recent analysis of data collected in 2018, which is about revolutionary shifts in several regions of the world.By 2030, the aim is to establish a functional framework that will create the preconditions for tourism to become one of the carriers of development and a generator of potential.
