APRIL 24th, 2018 JEFF GOLDBERG EVANSVILLE, INDIANAThe temperature in the Evansville City Council chambers was as hot as the decibels they were discussing. The air conditioning may have been broken and the sheer number of people inside of the chambers caused the heat and a proposed citywide noise ordinance lead to a heated discussion.The ordinance, which was put forth by council members Connie Robinson and Dan Adams, looks to make a more comprehensive noise ordinance for the city.As it stands right now, the noise ordinance in the city is only enforceable by the local EPA and there is just one member of the Evansville EPA and he heads home at 5 PM. That ordinance more focuses on industrial sound. The ordinance that was up for discussion at Monday’s council meeting would make clear definitions for how loud people and establishments can be in different areas of the city and at different times of the day. As well, the ordinance could be enforced by local police.The discussion of the ordinance opened up with comments by members of the council. This was highlighted by a discussion on if the ordinance would be the correct use of police resources. Councilwoman Mosby argued that it would not, and she was quickly rebuffed by Councilman Adams, who say there are already 1,900 noise related complaints yearly.The heated part of the discussion really opened up when the public got involved. Their comments showed a clear divide: is this a citywide problem or just a problem in one neighborhood? This was exemplified when after the first person up to the microphone said this problem effects everyone in Evansville, the next woman up pointed directly to KC’s Marina Pointe.For their part, many members of KC’s Marina Pointe were on hand to show what improvements they are making to stifle the noise the popular bar makes on a nightly basis. They say they’ve added around $120,000 dollars to the bar to help make sure the sound stays in the bar.Many people spoke for and against the noise ordinance, a few neighborhood presidents were there to speak against, saying members of their respective neighborhoods have been complaining for years.The true standout of the public was a local auctioneer who pointed out how this ordinance could really be a potential pitfall for him. Jonathan Embry said that when he holds estate sales at people’s home a crowd of nearly 100 could show up. That on top of a PA system would certainly be above the residential noise ordinance as proposed, Embry says.It was those fears that led Councilwoman Robinson to ask for a 30 day table for the measure. Investigators at Harvard-affiliated Massachusetts General Hospital (MGH) may have found a way to solve a problem that has plagued ligand-mimicking integrin inhibitors, a group of drugs that have the potential to treat conditions ranging from heart attacks to cancer metastasis.In a Nature Structural & Molecular Biology paper receiving advance online publication, the researchers provide a structural basis for the design of new and safer integrin inhibitors.Integrins are receptor proteins found on the surface of cells, and they determine whether cells adhere to adjacent cells and the surrounding extracellular matrix. Under normal circumstances, integrins only become activated — which allows them to bind to other cells or extracellular molecules — in response to specific signals from within the cell. If integrins become overactive, cells become too “sticky,” leading to clogged arteries, pathological inflammation, the excess tissue growth called fibrosis, or the spread of cancer. Current drugs developed to inhibit integrin activation by mimicking the shape of ligands (the molecules that interact with receptors) have had unintended effects in some patients, and as a result only a handful have received approval from the Food and Drug Administration.“Integrins have an intrinsic ability to shape-shift when they switch from an inactive to an active, adhesive state,” explained Harvard Medical School Professor M. Amin Arnaout, director of the MGH Leukocyte Biology Program and the Inflammation and Structural Biology Program and senior author of the study. “Unfortunately, under some circumstances, the integrin inhibitors that have been developed to date can inadvertently induce this shape-shifting, and use of these drugs [has] produced serious, sometimes fatal side effects, such as excessive bleeding.”In their search for drugs that would not induce these complications, the MGH team focused on an extracellular matrix protein called fibronectin, which binds to an integrin called αvβ3. Their detailed structural analysis of the bond between αvβ3 and various forms of FN10, the fibronectin molecule that interacts with it, identified a high-affinity version of FN10 that binds more strongly than the common form without causing unintended receptor activation.This first report of the 3-D atomic structure of an integrin binding with a ligand-mimicking molecule that does not cause inadvertent activation could enable the design of a new generation of integrin inhibitors without the complications that have limited their application.The co-lead authors of the paper are Johannes van Agthoven and Jain-Ping Xiong of the Structural Biology Program in the MGH Department of Medicine. The study was supported by National Institute of Diabetes and Digestive and Kidney Diseases.

FREEHOLD — A former Hazlet fire commissioner was sentenced to a five-year prison term after admitting to fraudulently obtaining tens of thousands of dollars in death benefits rightly belonging to the families of deceased fire department members.According to the Monmouth County Prosecutor’s Office, state Superior Court Judge Francis P. DeStefano handed down the sentence to Anthony Ciavarro last Friday.Ciavarro, a 45-year-old Hazlet resident, had pleaded guilty to theft by deception and insurance fraud last October, when he last appeared before DeStefano.While serving as Hazlet commissioner, Ciavarro was responsible for administering the Fire district Benefits Program. But from July-Oct. 2009, Ciavarro stole approximately $30,000 in benefits intended for the families of department

South Africa observes National Child Protection Week from 2 – 9 June this year, under the theme: “Let us Protect All Children to Move South Africa Forward”.Child Protection Week, spearheaded by the Department of Social Development has been commemorated for the past 22 years, and brings awareness to issues of the protection of children against violence, exploitation and abuse. Apart from the laws that are enshrined in Article 28 of the South African Constitution outlining specific rights for children, we imitate the sentiments of late President Nelson Mandela who believed that “our children are our greatest treasure. They are our future. Those who abuse them tear at the fabric of our society and weaken our nation.”The Department of Social Development together with the Nelson Mandela Children’s Fund, held a children’s manifesto on Saturday 1 June to mark International Children’s Day, as well as launch National Child Protection Week (CPW).In addition, several activations have been running across the country since last week, to raise awareness of the social ills young children are exposed to daily, and remind them of the rights that protect them. Sure, Russian Arm systems are amazing, and we’d all love to use one, but if you don’t have the budget for one, just build your own car-side camera mount.So, if the tutorial for my previous car camera rig for the hood, roof, or trunk didn’t send you screaming in fear of smashing your camera package into a million pieces, then have I got a new video for you! In this video tutorial, I cover how you can build a car-side camera mount for $50 that will get you some great low-angle vehicle shots without blowing your entire production budget.But, first things first. If you want to learn to capture these challenging but impressive angles, you’ve got to run a safe shoot. And there are laws against the obstruction of the driver’s view that include rearview mirrors. So review your local traffic laws, get the proper permits, and do not drive on public roads with heavy traffic using a side-mounted camera rig.Now then. Let’s get started. Using reclaimed materials, I was able to create a simple side mount using the build platform from my previous mount. However, while it’s not technically necessary, I purchased two dual dent pullers. This keeps things easier to manage due to the different angles of a car’s exterior molding. Attaching all four points is going to be impossible for most compact cars, but two is still possible with a quad version. You will need a truck, van, or SUV with a large flat surface area with good ground clearance for the chase vehicle. (You may want to find access to such a vehicle before creating a rig specifically like mine.)I used two large metal shelf supports to brace two boards at a perpendicular angle, but a rigged metal piece doesn’t allow for angle adjustments, hence the flat surface requirement. Perhaps using metal wire, a turnbuckle, and hinges could accommodate angle adjustment — although you’ll get some bouncing if don’t lock everything down with some tow straps. Suction cup failure is always a possibility, and the straps are a wonderful safety measure. Your heart will thank you later.You can use the same u-bolts to attach the suction cups, but you will need a set of new bolts to attach the metal frames. You can use self-locking bolts to make sure everything stays secure, but make sure to use the right length for your setup.When it comes to testing this kind of rig, I suggest using multi-level parking garages. They are open to the public but don’t have through traffic, and many are nearly empty at the right time of day. Weather is not major factor either, due to the cover. Nearly all of them have lighting of some kind, and most importantly, their traffic is one-way, so there is much less for the driver to worry about. Basically, do everything you can to isolate yourself from other drivers, without obstructing traffic or closing roads — if you have not obtained a permit. Closing a road with a permit usually requires insurance and hiring police officers to direct traffic. But most parking structures have a gate of some kind, so you can use a spotter to inform the rest of the team when other drivers enter the structure.Next was finding a good subject. It needed to complement the sense of speed that this mount creates, as low to the ground as it is. A friend of mine races and builds beautiful motorcycles, so he was the perfect candidate — never ask anyone without professional experience or training to do any stunt work.I also asked fellow photo/video friends to drive, pull focus, and capture behind-the-scenes footage to finish out the crew. A bit of location-scouting helped me figure out what kind of traffic and lighting to expect.There is some specific equipment that really helps out you’re using a gimbal setup. (The next video I create will feature all the equipment I’ve chosen, with commentary on its usefulness and limitations.) Personally, my equipment budget is very tight, but I’ll save up when I have to in order to get good, durable functionality. Here are the main components:GH5: small, easy-to-balance camera with powerful codec options.DJI Ronin MX: cheaper gimbal option, advertised to have stronger motors with GPS capability.Aputure DEC Lens Regain: wireless record function control, f-stop adjustment, and less accurate focus control.Cinegears Rattlesnake Follow Focus: more accurate wireless focus controls that can make a photo lens feel like a true cinema lens.Sigma 18-35mm Art Lens: a fast lens that can change focal length without a change in barrel size or weight distribution.O Gear HDMI Transmitter: wireless HDMI viewing (can be glitchy based on setup and distance).Once everyone is on set, and the equipment is ready, go over the game plan with your entire crew. Create a route for your scene that everyone can follow, including instructions for returning “back to 1” — or the first position of the scene for crew and actors. And be ready for some disappointment here and there. It is very difficult to keep the camera locked on the subject when making the turns due to g-forces. And speed is difficult to manage. But persistence will pay off, and some things you can fix with some editing tricks. (I sped up almost every shot in my thirty-second spec commercial a great deal, for example.) 2014 did not go as planned for the South Carolina Gamecocks. Steve Spurrier’s team went from SEC East favorite and College Football Playoff contender to conference also-ran, finishing 7-6 with an Independence Bowl win over Miami. The season was uncharacteristic for Spurrier’s program of late, and they will be looking for a return to form in 2015. 5Dimes released very early lines for some of this year’s season openers, and the sportsbook likes South Carolina as well. The Gamecocks open as a 7.5 favorite over North Carolina on September 3 in Charlotte.North Carolina is coming off of a 6-7 season, and has had one of college football’s worst defenses for a few seasons. zoomImage Courtesy: Maersk Danish shipping major Maersk has signed an agreement with PBF Logistics, which would deliver 10% of its annual fuel demand ahead of the International Maritime Organization’s (IMO) 2020 global sulphur regulation.Under the deal, Maersk would source and PBFX would process crude oil at CPI Operations LLC, a PBF Logistics LP terminal facility in New Jersey, United States. This would enable Maersk Oil Trading to supply IMO 2020-compliant 0.5% marine fuel to its customers on the US East Coast.Annual production will be around 1.25 million metric tonnes (mt), the equivalent of around 10% of A.P. Moller – Maersk’s annual fuel demand.“This processing agreement forms a cornerstone in Maersk’s fuel sourcing strategy for the IMO 2020 sulphur cap,” Niels Henrik Lindegaard, Head of Maersk Oil Trading, said.“The vast majority of our fleet will comply with the regulation through use of compliant low sulfur fuels. With the capability to produce and store compliant low sulfur fuel on the U.S. East Coast we take control of the fuel supply in a key maritime hub for us. We will continue our drive to ensure compliance in all geographies come 2020.”In August 2018, Maersk and Vopak signed a leasing agreement for storage of 2.3 million mt 0.5% compliant fuel, equivalent of around 20% of Maersk’s annual fuel demand, at the Vopak Europoort Terminal in Rotterdam.
